Police are (poorly and infrequently) held to account for their actions. They wear badges, with numbers, identifying themselves.

It's too late. At least for major metro areas. The willingness to riot and break the law without repercussions has normalized it for them. Until Billy clubs come back and head's get bashed it'll only get worse.
I honestly don't know why anyone gets into law enforcement today. You're essentially handcuffed and left to do your job with kid gloves on while the scum are empowered to assault you.
