Conservatives in the House of Representatives are pushing for Ukraine assistance be left out of a bill that would keep the government open through the end of the year. They are demanding stronger reporting on how the money is spent -and could end up voting to withhold aid altogether.

It should be obvious that the WH doesn't need Congress. If the GOP stops something he wants to do he just invents a new reason why it can be done by an executive order.

Federal aid is the knife killing the country.
That money should stay at local levels where locals get to decide how it is spent.
