Will this OIG report recommend charges be brought for Hillary emails?

I know he can’t prosecute anyone but is this the report about the emails or is this the one about how the investigation was handled? I know Huber was hired by Sessions but does he have the power to prosecute her?

Horowitz won't recommend anything about Hillary. He will just lay out the evidence that the investigation into her was a sham and then Huber can take that and do what he wants with it.

From what i understand, Huber will decide whether or not to prosecute.

Hung Huber will be doing the prosecuting...including Hillary

Think about your question a bit more. Think about what the report might find.

At most the OIG can report: Investigation was flawed/incomplete/fraudulent.

Resulting recommendation would therefore be: Do a thorough, comprehensive, new investigation.

Gotcha. Still holding out hope that she pays for her crimes. I know Horowitz is only doing the report but once the findings are made public, it will put pressure on Sessions and for that matter Trump to make sure something is done. Draining of the swamp means Hillary also.
