But if this goes down, won't states like Tenn, Fla, and Texas' law forbidding vaccination requirements immediately trump everything else?

This needs to be attacked on 2 fronts.
1) Hit it from the over-reach of the executive branch and that congress did not grant powers to the executive branch to order medical treatments.
2) Lets dig into the numbers and see if their is a true danger and high risk to employees and customers.

Granted, if you argue 2 alone to say there is no justification for this mandate, you are essentially saying they have the power to do it, but their rationale is lacking. So this would need to be argued #1 then #2.
