Browder's responsible for the Magnitsky sanctions Putin has been getting trying to get reversed (including notably at Trump Tower). He's been Red Noticed by Putin multiple times and is Putin's international bete noir since Browder has managed to get Magnitsky sanctions passed in at least 7 countries and there are a number of others pending. Trump standing by and letting Putin call for this at a US-Russia summit is collusion in plain sight.

Usually these types of accusations get a cursory investigation by our IC analysts. This case has probably already been referred to FBI counterintelligence brass and squashed.
