It looks like a Winter Coat, Outerware. Medals aren't worn on the coat.

Because I don't believe a real naval officer would elect to wear his overcoat to the POTUS inauguration. What we see there is something you actually could get away with on a movie set. And for the slow folks, no, I'm not saying that's an actual movie set, but if you're looking at it from the angle this dude may be illegitimate, it would make sense that the "naval officer" isn't displaying his "chest candy."
