Because the GOP has a role to play. When they are in the minority, they talk tough and promise to do things like repeal Obamacare, close the borders, end abortions, etc. But when they have the majority, they become quite, inactive, compliant. It’s a game. It’s like Pro wrestling, where the outcome of the match is predetermined and moves scripted.
Just look at Trey Gowdy for a perfect example of how Republicans talk tough at times, but turn to spineless weasels when it’s time to act.

While I don’t disagree that all GOP should have been more active at the beginning of the Trump Presidency, how much of this falls at the feet of Paul Ryan? I would assume it is up to the leader of the house to bring together the subsection of their party. The GOP has always been more divided in the way they govern. Democrats will always get in line for a vote.

With the current Ro (Reproductive number), this may be suppressed but in the end a very similar number of people will be or have been Covid positive. It will just take longer.
Protect those most at risk of death and those that care for them. Let the rest of us be to develop herd immunity.
