Weird. I grew up in Shreveport and I had the exact opposite upbringing.

When I was at LSU I met a guy from Shreveport. It was like meeting a guy from Saskatchewan.

Shreveport can't get out of its own way. Instead of focusing on simple quality of life issues like roads, parks, schools, etc., it focuses on shiny objects like CFL teams, Red River District, a bigger-than-necessary convention center, etc.

If you want to fool the Shreveport ruling class, all you need to do is to say you have a big ticket idea that'll put Shreveport on the map. Don't forget to mention that you have backers from exotic places like NYC and LA. The only thing missing is public money to fund your idea.

Lemme splain it.

The Shreveport Magnet system only works for the Academic Magnets. And there are only a handful:
The pure: South Highlands Elementary, Caddo Middle, Caddo Magnet.
The semi: Byrd HS
That's 10% of the students. The other schools are crap.
They keep the Magnet schools going because if they mixed them together the parents would send their kids to Loyola or move to Bossier.

The Bossier Schools have no Magnets. It's all neighborhood schools. The quality of school depends on the neighborhood. So, a high concentration of republicans (like Benton) is where the best schools are. A high concentration of democrats (like Plain Dealing) is where the worst schools are.

The biggest difference between the two parishes is the central offices and school boards. Bossier is run by republicans. Staff is very small and very efficient.
Caddo is run by democrats. The central office staff is a small city and they have no idea what they'

In the 30s, 40s and 50s CE Byrd HS was the elite public school in the state. The wealthy white kids went there. The poor white kids went to Fair Park and the black kids went to Central Colored/BTW. The schools started a decline in the late 60s.

Caddo Parish applied for annexation to Texas in the 1850s. The issue was due to be taken up by Texas when the Civil War broke out. After the war it never came up.

Not true. The local TV station wanted the Cowboys. There was so much complaint that they conducted a poll:
Should we show Cowboys or Saints when they conflict?

The overwhelming majority voted for the Saints. The TV station didn't give a shite. They continued to show Cowboys.

Oh, they've wasted money on a lot more than that. There's all the historical sites to show how bad it was for black people before MLK.
There are some nice libraries built in neighborhoods where nobody can read. The parking lots are always empty there.
Then they threw a ton of money at Elio Motors after Elio had been turned down by every lending institution because a ten year old could see they were swindlers.
They refuse to pay cops a decent salary because cops hinder criminals and criminals are a major voting block for Shreveport's elected officials.

The affinity to Texas is reflected in the street names of downtown Shreveport. There's Texas St., Milam, Fannin, Travis, etc. All important figures in the Texas revolution.
