Why is no one talking about how the DNC passed on Joe last time?

I know it was her turn and I know that the Clinton machine was actually stronger than Obama’s political influence.
But doesn’t it say something about how weak a leader Joe Biden was as VP that he did not become the heir apparent?
In most cases, a two term POTUS has a VP that continues the administration’s agenda.
Of course no one on the media will bother to ask but if Joe is the only man to lead this nation from a DNC perspective, then why not 4 years ago?

They usually say it was because Beau died in 2015.
But we all know the DNC wanted Hillary in 2016.

Biden was battling depression from Beau's death. But before he could finally decide that he wanted to run, Hillary had already swooped in and hired all the best Dem advisers and managers and completely infiltrated the DNC.
