According to the world shipping council Mexico doesn't have a single port within the top 50 largest ports in the world.

Ports are limited by the geography of the coast lines and Mexico doesn't have the greatest geography for that. Especially if you consider the western part of the country which mountainous and allows the cartel to effectively control because they can hide within the landscape no different than insurgents hiding in Afghanistan.
