You mean he would have to liquidate all $132.3 billion of all his assets that comprise his net worth, many of which are invested in various stocks that people are invested in. Thus would cause them to decrease in value and in reality the reaction would probably cause a meltdown.

Then he would be able to give $407 to each of the 325 million Americans, many of whom would have lost a ton of money as a result of the liquidation.
