Historically Black Howard readmits hundreds of students.
When I was at LSU decades ago, this is just how it worked, if you didn't pay your fees your were dropped from your classes.

I believe many of them were waiting for their financial aid packaging to be completed by the university before paying, so its dumb to purge them before that happens.
