Historically Black Howard readmits hundreds of students.
When I was at LSU decades ago, this is just how it worked, if you didn't pay your fees your were dropped from your classes.

I believe many of them were waiting for their financial aid packaging to be completed by the university before paying, so its dumb to purge them before that happens.

that happened to me….while I was in class. Was so embarrassed. Bursar lady came and yanked me out of class. And fwiw I agree that’s how it should be. College is pay to play period.
