Why don’t other Central American countries follow the lead of Costa Rica?

As I understand, they are the model of political stability in the region - a tourist destination attracting thousands of Americans every year and more and not even a retirement destination and expat haven.
Why are other nearby places seemingly devolving into anarchy/kleptocracy, while a neighboring state with pretty much identical resources and demographics can thrive?

Because Guatemala, Honduras, El Salbador, want to be Banana Republic's...it's easier to steal all that American Aid if that's what everyone already expects.
