He said that it likely violated campaign finance law, but it would be difficult to prove because there was no way to establish the value of such a thing.
It is, however, still illegal to accept foreign $$ of any amount for a federal election. Even if the help Russia gave Trump's campaign was worth $1, that's a felony. But ignorance of the law saved him there.

That doesn't answer my question. That was merely one reason why Mueller did not indict. He explained in the report why the counsel did not believe the meeting amounted to illegality.

I can tell you that when you use E-Verify when hiring someone, the Govt can't even verify that person is legal. You make no sense!!!!!!!!! If we are following the rules, and the Govt can't even do their job on the website for us, how can you hold us accountable?
