Why does the BR Constables Office have a backlog of 100,000 cases?

The easy part is that those 100k warrants are probably on the same 5-10k people.

about a year ago a cop in memphis said that almost all property and violent crimes in the city were committed by a pool of about 500 people

Use the NG to do warrant sweeps and you probably get most of those in a few areas of the city.

Don’t doubt it at all.

It’s related to how whenever there’s a major crime or shooting that person is always “known” to the FBI.

Local cops know who the criminals are in the same manner. it’s always a small core of frickheads insulated by an army of “juveniles” and/or career criminal lackeys. That way the yutes don’t do any real time, and if the old dog gets caught, he likes prison and doesn’t mind the habitual offender sentencing because he’s been in for more of his life than he’s been out.
