ETA: The DNC literally paid Christopher Steele (British foreign agent) to gather “opposition research” on Trump, Steele gathered information from (paid) Russians for stories he then put into a dossier, this dossier was used in a FISA application that was approved, this led to government spying on the trump campaign
None of this is conspiracy

It's semantics. There is no "collusion" statute that applies to Trump or Hillary. It would be conspiracy or some other sort of fraud. Maybe mixed with some obstruction. Who knows?

Dude, I never claimed that a statute was violated. I don't know what Trump and Hillary did. However, an individual obviously cannot be charged with "collusion," for which there is no statute. Hypothetically (say that out loud), the closest statute is probably conspiracy as laid out in 18 U.S. code 371.
In a black and white sense, collusion is not a crime. However, the concept of collusion is, arguably at least, covered in other statutes.
