Not even close...unless you're believing that the general publics expected reaction is to nearly demand to be outraged by it, or suffer the consequences?
Is that what you believe to be accurate?

Does anybody remember that Howard Stern New Years Eve Celebration show from 1995 that had Howard dressed in black face making fun of Ted Danson and Whoopi Goldberg? I can’t find it online.

The whole "racist" schtick was almost nonexistent until Obama set race relations back 50 years.
He is nothing but a race baiting hack like most racists are.

Here is the difference (not my personal beliefs but my opinion on what we tolerate in society today):
Dressing up like a specific black person to make fun of that individuals characteristics = funny and ok.
Dressing up like a stereotypical black person to make fun of all black people = racism.

People don't actually know what blackface is and is not, for starters.
Correct but in fairness the definition has changed

Because if you observe anything about someone, you hate them and anyone who you would also observe the same feature. You can’t acknowledge something without being biased against it.

I look at intent. If some white dude wants to be Lil Wayne for Halloween, people shouldn't care.
If a white dude puts on shoe polish black, grey/white exaggerated eyes, and juicy red lipstick, he's clearly trying to portray the original racist's caricature of a black person.
Northam was much closer to the latter (not to mention he was accompanied by a guy in klan hoods), so I see the issue with that.
