They are likely in containment.
Colonial Pipeline has a large tank farm in Port Arthur that's near the Motiva and Valero refineries...you can connect the dots from there.

It means they won’t be making fuel. Most other units will also shutdown as well. Maybe some hydrotreating units may stay up but with pipelines limited I doubt that’s gonna happen either.
