His head is going to explode when he realizes there are roads that weren’t built to rural / poor areas that need to be built but the environmentalists don’t want them built.

First thing I thought of was the Claiborne Expressway.

There are already proposals to tear it down and make it back into a grand boulevard. Just ripe for carjackings of those trying to get into the Quarter and the CBD.
