If you've got an explanation for why an outgoing president signed a CoG EO (13961) and accompanying Federal Mission Resilience Strategy on the same day, 5 weeks before leaving office with no plan to use it, I'm all ears.

Why does the FMR Strategy Doc specifically use the word "devolution" on pg. 7 if this is so far-fetched a theory?
Besides, saying any EO can be interpreted to mean any given talking point is a cop out. Don't be afraid to get specific....

Let me school you on something junior, you can try to argue why Congress passes what they do or what the judicial branch does but an executive order is simply what a President tells an agency to go do!!!!! You have no explanation for why he would tell an agency to go what he did four weeks before he left office no funds allotted, incorporated the 1947 National Security Act explain to me without your fluff why he would do that exactly??

Also, you will have to overcome more obvious explanations very early in your memo. For instance, and using this current conversation as an example, you would have to make it fairly clear as to why any of Trump's changes to ppd40, any cog, coop, etc should be attributed to any other reason besides the full scale international pandemic that was being pushed at that time.
