When does Trump declare Natural Disaster?

This hurricane was one the worst to ever hit Louisiana. Lake Charles area and everything north of there is absolutely destroyed. Why wait to declare a natural disaster??

Once the governor requests it and he (Trump) does a flyover. What would the declaration accomplish? FEMA is already there.

Texas was pre approved before landfall, why wasn't Louisiana?
