You’re naive if you don’t think Trump doesn’t have the final say on her decisions. She knows moving forward by being honest to the Americans would bring down a lot of elites and there would be chaos everywhere.

I’m sure Trump has input at certain levels and definitely on matters of policy. But it’s a tough sell that Trump’s looking through all the evidence in various matters and making definitive decisions as to whether elements of crimes can and will be satisfied via the evidence actually available, in hand.
