Exactly. What's your explanation for why? The government used to be able to do big things like go to the moon or, build the interstate system. So what happened?

Corruption, basically theft. It’s like anything illegal the government does now, there’s no consequences when they’re caught doing it. The oversight is in bed with the perpetrators.

I would submit that theft is limited and while fraud definitely exists it's not to the extent that it's the main problem. The main problem is that at every level of money more strings are attached.
So the government gives a grant for for a project under condition it's to help rural Americans and complies with EPA standards. Project now has EPA review, and standard compliance audits for federal government. State fights to get grant money and puts state environmental reviews, maybe some strings about equality in how money is handed out, now all that must be reviewed audited etc. finally maybe a town is awarded the state grant and they add their piece of review around local labor, stipulations for building codes, community impact studies, etc. another layer of review and compliance is added.
So in all that we've barely got money to the people who need it but it's being audited for environmental impact, money spend compliance and we've spent more auditing and planning. Every layer of review is siphoning off money from the outcome. It's not theft but wild inefficiency.
All this assumes your local NIMBY organization doesn't come along and start fighting for slug worms or something which further adds expense and slows the process.

Example: California high speed rail. Started around 2010.
Cost: about 100 billion
How much complete? 53 miles of framework - so none. It is supposed to span 350 miles.
So in 15 years nothing? Where’s the money??
Another example: 5 billion for EV chargers. So far only a few have been built.
