Its 2% of GDP where did you get this "pot of money" concept from. Your very slow to grasp simple concepts and rather quick to make assumptions.

You are the one talking about paying arrears, something that would only make sense if you believed that the 2% requirement involved the nations paying that money somewhere. That isn’t what happens. They spend it on themselves, the money was never owed to NATO or paid to NATO. No one else picked up their tab.
