The smoke looks like steam because of the way it dissipates.

Probably relieving pressure from the boiler system. It likely looks more ominous than normal due to the cool temperatures and high humidity.

After seeing some other, similar videos, I am starting to believe that is indeed smoke, for the smoke and mirror job we are being fed.
