More facts need to be known about the situation, period.
I’m not immediately jumping on him because this is theoretically on the prop master. HOWEVER. As producer, if they skimped on the prop master, this can be on him. If he was not following proper procedure and aiming the weapon to a position several feet away from an individual during the shot, this can be on him even if the prop master was negligent.
