What can Trump legally do about the rioting

Can he "override" mayors and governors and send in federal personnel legally to quash these rioters and demonstrators that are causing physical harm to people and property? I think around Nov.4 he is going to institute his enough is enough "EO."

But knowing Trump he will change his mind based on prevailing circumstances and do it anyway - and rightfully so. IMO, he's playing some more of that high level chess game stuff.

The Dems are trying to bait Trump into giving them a Kent State moment that they can sensationalize. They want video of "Trump's Troops" shooting "Peaceful Protesters" so they can call him Hitler etc. They want to convince Americans they are not safe with him as POTUS.
Trump knows this which is why he is calling them out constantly and then sitting back. I don't think he wants to, but the paid agitators WILL cause escalation if he sends Federal Troops without the Gov or Mayor requesting their help.
This puts the responsibility on the shoulders of those politicians who are covering up the violence and letting their cities burn. It opens people's eyes to the reality of the corruption in our govt. Sometimes people need to see it for themselves to fully get it.

It seems they can prove people are crossing state lines to riot and loot. That is their key to further federal action.

The reason he’s not using the insurrection act is because of the non-cooperative Democrat run cities that are being rioted in. You have to account for a lot of logistical things for your soldiers that normally you could just ask the city for help with, like medical supplies, police backup, etc. It can still be accomplished but it would take that much extra manpower, it’s like going into a foreign war zone. Plus, the riots are killing the Democrats in the polls, why not let them hang themselves with their own rope?
