Intermittent camp on Mexican soil.
Basically create a "GITOMO" type of camp that would keep them, and use monetary aid designated for humanitarian/law enforcement efforts to fund it, while continuously sending them back.
Also, a big arse wall.

Hit the invaders with grenades and rocket launchers. Any mass damage ranged weapon will do.
