Politically, testing a nuke is actually more effective than using one. That they haven't popped one off means they don't have one. Or at the very least it means they don't have two. Member when NK faked that underground test?

Israel did not start the war. The United States did not start the war. Iran started the war by seizing the the United States Embassy in Tehran on November 4, 1979. 52 American embassy personnel we blindfolded, paraded, tortured, beaten and paraded in for the world news media for 444 days.
Iran's message was and is: "Death to America", Death to Israel"
Say it enough times not only does the populace of Iran believe it, so does the the countries that it was directed.
