Play on words. Just means that "someone" or some grouping of people has, in fact, labeled it a hate symbol. Does not indicate that it has been made "official" as in passing a law.
"Officially designated" vs "made official" are two entirely different things. The first intends to lend authority to something where none exsist. The second means that something has been enacted by a law making body.
