Not quite. It’s by congressional district.

Maine and Nebraska are the only two to do it IIRC. Maine split for Trump in 2016 and I believe Nebraska split for Obama in 2008 (Omaha CD).

So are they going to vote Trump this year because he's going to win the popular vote.

Of course they are not going to do this

If Trump wins the popular vote there is a zero percent chance California is going to give him all of their electoral votes

Laughable

They will rightfully claim thats not how the constitution works when it benefits them

This might help Trump in 2020. He won't win VA but he just might win the popular vote this time around.

then that would get above 270 EV's and then be binding.

Supreme Court would laugh it out of said court. Unless they want to do an amendment, the Constitution is clear.

This is going to make watching election returns interesting when states can't be "called" until the popular vote has been counted. Nothing at all can go wrong with this. Nothing at all.

What's to keep a state from refusing if the wrong candidate wins?

This is exactly what's going to happen. They're banking on Democrats winning the PV, and Republicans winning the EV. I guarantee you, NONE of those states will award their electors to a Republican candidate who wins the popular vote.

If Trump were to lose on some shenanigans like this, I support him remaining in power by force.

If states with <270 electoral votes don’t agree to it, then it would not be binding. Thus if one state pulled out at the last min, it would not be binding
