Not quite. It’s by congressional district.
Maine and Nebraska are the only two to do it IIRC. Maine split for Trump in 2016 and I believe Nebraska split for Obama in 2008 (Omaha CD).

Of course they are not going to do this
If Trump wins the popular vote there is a zero percent chance California is going to give him all of their electoral votes

This might help Trump in 2020. He won't win VA but he just might win the popular vote this time around.

This is going to make watching election returns interesting when states can't be "called" until the popular vote has been counted. Nothing at all can go wrong with this. Nothing at all.

This is exactly what's going to happen. They're banking on Democrats winning the PV, and Republicans winning the EV. I guarantee you, NONE of those states will award their electors to a Republican candidate who wins the popular vote.

If states with <270 electoral votes don’t agree to it, then it would not be binding. Thus if one state pulled out at the last min, it would not be binding
