That's a pretty bold exaggeration from the video you linked. One could reasonably describe his actions are "kicking," but one could also describe them reasonably as "flailing." That's an editorial word choice.
I'm not saying you shouldn't use force to take down someone who clearly isn't complying. However, when three cops are on top of him, maybe the 4th guy doesn't need to jump in with punches to the head.
Finally, even if he may have eventually succumbed to injuries sustained in a legit use of force, this is a bad look, and somehow this doesn't seem like protocol:
"He was left in the back of the patrol vehicle for 48 minutes before he was found unresponsive and not breathing. He was predominantly unsupervised during this entire period." LINK
