I'm assuming the Wagners have been brought in by Maduro to help tame any uprisings. Venezuela under Maduro/Chavez is an ally of the Russia, Iran, China bloc.
Russia likely sent them because the new govm't will be much more hostile to BRICS type bloc and more in line with a Trump populist/US agenda similar to what Millei is in Argentina and what Bolsenaro was in Brazil.
If S America ever semi united under populist alignment, they would be very formidable in terms of economic and natural resources. Problem is, they have always been so wild and volitile politically and socially, that likely won't ever happen.
Whatever the case, if Maduro had brought those guys in, then he knows there is something big potentially coming. If he has large ranks of the military/Nat-l guard defect, the he would actually have an armed force on the side of the protesters/people, which can't occur now because the people were stripped of their arms.
Yet again, another prefect reason to never ever give up your arms as a population.
