I’m gonna take my tin foil hat off for a second and point out that everything in the OP is based on pure speculation. Everything was inferred in the questioning based on “what he’s hearing” but he got absolutely SQUAT out of the person being questioned.

If true it doesn’t jibe with this pic of dad food shopping. Thats a lot of food that needs silverware plus generates lots of trash. If it was “sanitized” then is this the restock?
