Oh, they would campaign on it. After heralding Kamala as the first woman, black, bipoc, whatever the hell else, after invoking the 25th that will change when it suits them.
When another Democrat woman runs it will turn out that Kamala was actually not the first because she was not actually President, she was "Acting President" under the 25th.

No one knows. And anyone who says they know is lying.
Probably a good place to start is 5 U.S. Code § 101 - which lists the 15 Executive Departments. But the White House lists 20 or more Cabinet level offices.
Then you have to figure out what constitutes a department head.
I would guess that if the 25th is ever invoked a lot of deference will be given to what the VP says are the departments and their heads.
The whole thing would get ugly in this case because I am fairly certain Joe would not go quietly.
