Hezbollah has been firing rockets at Israel, in this instance, since the Jews began their response to Oct. 7. Even when the Jews carried our their cross-border mission against Hezbollah they never associated or equated Hezbollah with the government of Lebanon or the country as a whole. They limited their response to the areas within the country that Hezbollah has traditionally operated from.
ETA: Finally being at the point where the regime that is responsible for bankrolling, training, and supplying Hezbollah is on the brink of complete collapse is not the time Israel wants to take out the government of Lebanaon and completely destabilize that country.

They have already specifically warned them that if they get involved there will be heavy consequences. One thing they threatened to do is destroy the Beirut airport.
I don't agree with it personally, but they say they will target civilian infrastructure in response.
In for a penny, in for a pound at this point.
They already have target lists prepared. Bridges, airports, power stations, etc. They warned the LEBANESE GOVERNMENT about this specifically.
