It's why they tanked McGovern back in the day, he wanted to shut down state programs and just pay people...

What about the people who haven’t lost their jobs yet but lose them tomorrow? Next week? Next month? All as a result of the COVID fallouts. To the extent anyone is “entitled” to a payment, they should be too.
