Yes to both of those points. In the first part, that's how bullies gain power. If you allow someone to get a rise out of you, they'll NEVER stop.
Second, as you said, it's just a mouth noise. It's not a magic word.

I just heard a news report that when he told his boss he called the media, a lawyer, the union. The kid videoed (half-assed sneaky in his pocket) his boss saying, why didn't you come to me first? Then the kid belly-ached his boss showed no sympathy.
The union got him a job right away.
I would never hire this kid.
