In this case that doesn't apply. What applies is piss poor training and discipline. The incident occurred at one of the least chaotic moments. I'm surprised there aren't more incidents where the real action is.

But are you guys debating whether or not use of force was excessive against the person that was pushed into the snow?
Is that somehow relevant to the decision of a different officer to shoot a different person than the person pushed into the snow?
