No. Read the Breyer concurrence in Van Orden v. Perry. All of the determinative factors supporting the monument in that case go against the monument in this case. (erection date, location, source, etc)

Biblical teaching affirms God (theos) rules (kratos). You do agree God does rules and reigns over his creation, yes? The entire universe is a theocracy. Christians ought to affirm His rule in all areas of their lives.

Yes, and all nations and rulers should affirm Jesus Christ is Lord.

I think our current form of government is compatible with a declaration of God being the supreme authority.

The Ten Commandments in one form or another are a nearly universal component of religion and basis for law. The 10C's are Jewish in origin, not Christian. Their specific story and origin is a fundamental tenet across all sects of Islam, Judaism, and Christianity.

is pointed at and exclusively to congress, not other areas of government (individual states, public schools, parks etc..)

It is speaking of laws interfering with free exercise of worship and establishing a specific Christian denomination. It had nothing to do with banning Christianity from the civil and public realm so another religion of secular humanism could establish it’s tyrannical law and dystopian social order in the place of Christianity.

12 the 13 colonies affirmed Christianity the Lordship of Jesus Christ and virtually all of the original state Constitutions affirmed Christianity. The modern statist interpretation that the first amendment establishes a secular civil order is not true.
