Translation: the markup has been so high they have reduced the amount we are being gouged.

domestic producers will keep prices low to gain marketshare as importers absorb tariffs. This will temper import price growth as they compete. As import prices inevitably tick up, we'll likely see domestic expansion, which should stabilize prices if the competitive landscape is there.

Yes, you'll probably pay more for imported goods at some point. But that's kind of the idea.
