Tulsi Gabbard is a politician, just like all of them. She can push whatever narrative she wants. When this shite goes no where that matters, she won't be left holding a big bag of political shite. That'll be Pam Bondi.
Tulsi Gabbard gets to say she did her part by turning over the evidence. Pam Bondi's the one that'll be scapegoated like a motherfricker when all this goes flop.
