Tulsi Gabbard hasn't flip-flopped.
I don't always agree with her but you are right she has been consistent and on the right side of the argument here.

Remember when CNN and NBC told eveyone that simply reading wiki leaks was a federal crime so no one should read it but they would read it and tell you what to think?

If encouraging a source to provide you with documents is a crime, every reporter would be in jail. The only difference in other reporters and Assange is that Assange is adversarial to the American political establishment and the rest are lemmings who do and write what they're told or fed.

Instead, they charged him with conspiring to commit unlawful computer intrusion based on his alleged agreement to try to help Ms. Manning break an encoded portion of passcode that would have permitted her to log on to a classified military network under another user’s identity.

While the indictment against Julian Assange disclosed today charges a conspiracy to commit computer crimes, the factual allegations against Mr. Assange boil down to encouraging a source to provide him information and taking efforts to protect the identity of that source
After what we've seen the past 2 years from the FBI and DOJ, why in God's name would you believe anything they say?

Is encouraging criminal? Hey if gov workers know about criminal gov activity please tell the people! If we start putting people in cages for that then the few good investigative journalists we have left are toast...and we might have a president with a criminal issue: LINK

Hey, I don't love the govt or anything, but if you get caught offering to help someone hack a passcode to help cover tracks, you face the music.

He'll there's not a single Network in the United States that wouldn't have people in jail right now if getting information that's classified and then publishing it was a crime if you "encouraged" the leaker

Assange cracked the password, gave it to BRAD, enabled HIM to get the files.
