Who cares that he started the project 3 years before. The LOAN was made 3 days before. Trump removed the sanctions on Chinses company that had violated U.S. sanctions and was going down the drain -- a company that competed directly with U.S. companies. And EXPEDITED the Commerce Dept's removal of the sanctions.
