I don't think any rational budget professional would take an across the board haircut first before cutting wasteful spending.
If your company is in a hole, you don't cut 10% from sales and marketing, 10% from general and administrative and 10% from capital spending when you can just cancel the NetJets membership.
Besides your example really doesn't work since my point is, unlike the business world (or just the real world), the government has been immune to the necessities of efficiency and the accountability for inefficiency. And that's everywhere in government so everbody should have to face those realities, not continued to be sheltered from them.

It's basic math. Sure, a superbowl or a big game will generate huge amounts of spending at local bars, resturants, hotels, taxi companies, tourist areas, etc, but that revenue is only taxed at around 5-10%. Not only that, but a lot of the time it simply shifts consumer purchases from one thing to another.
Maybe a guy who attended the Superbowl and spent thousands of dollars in the city would have built a man-cave instead. That would have generated revenue for the economy as well.

Honest question does anyone know what this NEA provides funding for or to? Is this for public school arts or is that in education? I have no clue if this is meaningful or how it will impact the "arts".

I think there should be deeper cuts and more layoffs. A lot of those people aren't needed and we can turn Virginia red again.
Speaking of that, you could REALLY make libs heads explode by expanding DC to a large area west of the Potomac.
