Trump had already started. The 1776 Commission, also nicknamed the 1776 Project, was an advisory committee established in September 2020 by then-U.S. President Donald Trump.
Trump announced the new commission in a speech on September 17, 2020, in which he contended that a "twisted web of lies" regarding systemic racism was currently being taught in U.S. schools, calling it "a form of child abuse."
So what you meant is DeSantis put into place Trump's plan.

Yeah every week it looks like Trump is following DeSantis on domestic policy/culture war items. Which is good because Trump has never shown any understanding of the CRT/trans/etc. type issues confronting the average American and especially their kids.
If DeSantis isn't going to run, then we could do worse than having Trump mimic his positions and tactics on those things. Whether he can do what DeSantis has done - and actually take them from rhetoric to meaningful action - is a separate question.

Is this something he learned in the last couple of years? Or did he always feel this way and just failed miserably to enact these things when he was president?

The only point here that you are actually making is a great argument against the GOPE who would sell their soul for a trade that helped them.

Half measures, of course.
My plan is this:
- Get rid of the Dept of Education. Simply give people 20yrs of federal service as a thank you for their service, and send them off to retirement. Take their credentials, shut down the computer accounts, revoke clearances, send people home. If people won't retire or go the union / litigation route, just furlough all of them. We are in debt and we have a national emergency. They can retire or sit home and get nothing.
- Roll it under Office of Science and Technology. New effort led by Marianne Williamson or Jordan Peterson or a similar person. Dept of Ed only stays in existence until the existing employees put their files onto hard drives, consolidate things, then IT collects the drives, and sticks them in a closet somewhere.
Marianne or Jordan can work from home. Staff of 10 or so, they can hand pick these people and everyone works from home. No office space needed. Everything at the Dept of Ed can be sold. $1B budget. Build a liberal arts curriculum to aid parents in homeschooling from K-12. Then add the science component. Then build the equivalent for college level education. Put it online, free to everyone.
We don't need brick and mortar institutions that much now. You can be educated without being credentialed by a diploma mill that just wants your money. The internet is wonderful.
- Retire everyone at Dept of Ed will save billions on its own. Their FY23 request is $3.5B in salaries / expenses. Retiring everyone will save at least $2B/yr as most retirements are at 40% base, and then you save on office supplies etc.
Side note, when you do the math - these budgets are sketchy. DoEd has about 4400 employees, yet for Salaries and Expenses they want about $3.5B. Now, some of this includes postal costs, rent etc. But it comes out to an average of about $800k per person. That's a lot of fluff. The typical employee should cost no more than $200k/yr in salary, benefits, building rent, office supplies and so forth. There are embedded costs here that are severely ripping off the taxpayer.
- Take all the program money in their budget, keep it as a separate budget line, and dole it out to the states based on the number of US citizen students they have. Bureaucrats in DC don't know what students in Nebraska need. Let the state governments figure this out. Just send them the money. If they get into CRT etc, they will be much more easily held accountable by state voters.
- Student loan money available to the department is about $110B / yr. They want over $2.5B/yr just to administer the student loan program. Insane. Send $50B to the states based on the number of US citizen students and let them figure it out. Some states would be far better off subsidizing community college than gender studies. The People and the States ought to make these determinations, not the federal government.
- Save the balance of that $110B. I have plans for that, such as a massive cancer research program so we can finally get rid of that awful disease. My plan will actually do something, as opposed to Biden's "moonshot" which is nothing.
- Market forces in each state will put an end to CRT type nonsense. When states fall behind others because they focus on that crap rather than actual learning, they will change. Voters will force it to change.
- The drag show type stuff is wholly illegal and violates obscenity laws and should be dealt with by the Civil Rights and Child Protection divisions at DOJ, and those areas will require complete overhaul for that to happen.
- Lastly, I want massive credits for those that send their kids to private school or homeschool. This will create a huge exodus from public schools and then local voters will insure that teachers get fired / laid off, and the teachers union withers away as it should.
