Shows the international community he is still in power but is not a dictator cracking down on dissidents. Shows his base he is actively fighting socialism. And it sends a message to the puppet masters that he is willing to fight.

I would take it that he is preparing to equate Venezuela to the shite hole cities under the control of the Democrat’s (what you refer to as Mogadishu wannabes). Most people are still blissfully unaware of how bad things actually are in Venezuela. Some idiots still seem to believe it is Heaven on Earth. I gather that he will expose that it isn’t, and make the Democrat’s own that their policy beliefs align with the failed utopia of Venezuela and North Venezuela (CHAZ / CHOP).
Just my take and a guess concerning future actions.
