For those wanting executive intervention (trust me, I would personally like to see it also), it is a trap to get POTUS labeled as an authoritarian dictator (we all know that is how it will be spun)

He said it himself at the Tulsa rally. He is letting these folks simmer in their own pot. They will eat their own. Public opinion (outside of the MSM mind control) does not favor these radicals. The media is trying to squeeze Trump into overplaying his hand (fake polls, each day an even more over the top sound bite, etc...) They are trying to exploit his personality flaws. His administration is not taking the bait.

Outside a few predictable areas of the country, the country as a whole is safe. It is ironic that we grow irritable with protestors who substitute sound decision making when faced with emotional anecdotes presented repeatedly by the media to them (instead of an objective analysis of data and the overall facts), yet we fall for the same tactics when the roles are reversed. You are being fed a narrow view of reality.
He is waiting for locals to request (already starting to see it in Seattle with businesses filing suits)
If he goes in unilaterally against local (albeit crazy) official rule, he will be deemed a dictator (not a hero). It is a sucker game that he is trying to be pulled into. The media is licking their lips at this possibility. I would not be suprised if a small military insurrection ensued if that scenario played out (further amplifying the negative optics of being "unfit").
The sequence matters immensely in these fricked up times we live in.
Waiting is the best option (but admittedly a hard position to take)

I really think he was making a hyperbolic response to the BLM leader's own hyperbolic statement to give it broad exposure that it otherwise wouldn't because of the MSM covering BLM as completely peaceful and noble movement.
