The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct.
The implementing legislation is even more clear that there is to be only one census per decade, but (of course) Congress could always change that — if doing so did not contradict the actual language of the Constitution.

Playing Devil's Advocate the argument against that is Illegals still pay sales tax in whatever state they reside. Also, if they have stolen an SSN and are being paid with W-2 wages then they do have OASDI and federal taxes withheld. Now, we know they are not actually paying federal taxes because if they are doing that then they are filing and stealing significantly more in "credits" and "refunds" than they ever paid but it is a legal argument against that clause.
