How will they define that? If I am Ukranian and walk, peacefully, respectfully, in a permitted area by the Congress or White House with a sign "More Aid for Ukraine" will I be said to be "lobbying on behalf of foreign government". What about people who march for Israel? What about people who march with "Support Taiwan" signs?
